Not all property tax lenders in Texas work the same way. This page compares five of the most established lenders in the state on the points that matter most when you are choosing one: how long they have been in business, their Better Business Bureau record, their rate guarantees, their loan terms, who owns them, and how many names they lend under. AFIC has been lending in Texas since 1946. Here is how the market looks today.
Every lender on this page is licensed by the Texas Office of Consumer Credit Commissioner (OCCC), the state regulator for property tax lenders, and actively offers property tax loans to Texas homeowners and businesses. We compared them using information each company publishes on its own website and its Better Business Bureau (BBB) profile, including the related companies and alternate names each BBB profile lists. Where a company does not publish a figure, the table says so.
The table below shows the key differences between AFIC and four of the most active property tax lenders in Texas.

All figures come from each lender’s public website and BBB profile as of August 2026. Details can change, so confirm current rates, terms, and features directly with any lender before you borrow. Brand and ownership entries reflect the related companies and alternate names listed on each lender’s BBB profile and on those brands’ own websites. Johnson & Starr began lending in 2022; its BBB profile shows an earlier business start date because it acquired an existing company, as explained below.
| *afic.co | Austin and El Paso, TX* |
AFIC was founded in El Paso, TX, on July 15, 1946, by a group of fourteen local businessmen. The company is still family-led today, with the third and fourth generation of the Eisenberg family involved in the business under Cliff Eisenberg, Chief Executive Officer, and Ernest Eisenberg, President. With 80 years of operation, AFIC is one of Texas’s longest-tenured finance companies providing property tax loans. It holds a BBB A+ rating and has been BBB accredited since 1954, longer than any other lender in this comparison has existed. In 2026, it was awarded the Better Business Bureau Legacy of Integrity Award. AFIC was also named UTEP Family Business of the Year in 1999. AFIC is licensed by the OCCC and is a member of the Texas Property Tax Lienholders Association (TPTLA), with a seat on the association’s board.
AFIC offers no money down, no credit check, and a rate guarantee that beats qualifying written offers from a licensed competitor by one percent. Loan terms run from 12 to 120 months. AFIC has served more than 25,000 Texas families and businesses, and because it lends with proprietary capital from 80 years of operation, lending decisions are made in-house and move quickly.
AFIC is independent and family-owned, and it lends under one name. There is no second brand, no separate website, and no third party between you and the company that funds and services your loan.
| *propertytaxfunding.com | Dallas, TX* |
Property Tax Funding was founded in 2008 and operates from Dallas. It holds a BBB A+ rating, has been BBB accredited since 2010, and reports helping more than 12,000 Texas property owners with over $500 million in property taxes funded. Borrowers can be approved in as little as 24 hours; no credit check is required, and qualifying loans come with no payments for the first 12 months. The company is a TPTLA member, and its founder has served on the association’s board since 2010. It markets to borrowers under the Property Tax Funding name only.
| *hometaxsolutions.com | Dallas, TX* |
Home Tax Solutions was founded in 2011 and is based in Dallas. It reports helping more than 15,000 Texas property owners. It holds a BBB A+ rating, has been BBB accredited since 2013, and is a TPTLA member; its founder currently serves as the association’s president. Borrowers pay nothing at closing, are not subject to credit checks, and can defer payments for up to 12 months if they qualify. Its rate guarantee works differently from AFIC’s: if a competitor beats its offer, Home Tax Solutions pays you $100.
Home Tax Solutions funds its lending through the capital markets. In July 2025, it announced its second securitization, HTS Fund II, with Guggenheim Securities as sole structuring agent. Its BBB profile also lists TaxCORE Lending as a related company, a second Dallas brand that lends to commercial property owners.
| *johnsonandstarr.com | Austin, TX* |
Johnson & Starr was founded in 2022 and is based in Austin. It is the newest company in this comparison, but its leadership team is not new to property tax lending. Chief Executive Officer Nik Stavros is a real estate attorney who specialized in tax lending collection law before founding the company, and President Andy Cahill was previously Chief Operating Officer of Hunter-Kelsey, one of the larger lenders in the state.
When Johnson & Starr launched, it also acquired Texas Tax Solution, an established property tax company. That acquisition is why its BBB profile lists a business start date of October 2012 while the company itself dates from 2022.
Johnson & Starr is not listed among the members of the Texas Property Tax Lienholders Association. It also lends in the Dallas-Fort Worth area under a second brand, Property Tax Loan Pros, whose website states that its loans are serviced by Johnson & Starr.
Johnson & Starr holds a BBB A+ rating and is OCCC licensed. It stands out for borrower flexibility. Qualifying borrowers can skip a set number of payments (a deferral), so interest continues to accrue. Borrowers who start their loan by the end of February and pay on schedule earn an annual cash rebate, with no prepayment penalties.
| *propertytaxloansfortexas.com | Austin, TX* |
Hunter-Kelsey of Texas was founded in 2005. It reports serving more than 10,000 customers and making over 30,000 property tax loans on residential and commercial properties across the state. It holds a BBB A+ rating, has been BBB accredited since November 2005, and is a TPTLA member. Borrowers pay no upfront costs or application fees; there is no credit check, and loans carry no prepayment penalties, so you can pay the loan off early at any time.
Hunter-Kelsey’s BBB profile lists Propel Financial Services, Propel Tax, and Ovation Services as related companies. Propel Financial Services was sold by Encore Capital Group to Prophet Capital Asset Management in 2016. First National Assets lists Hunter-Kelsey of Texas and Propel Financial Services as subsidiaries on its website. The group also lends under the names Harris County Property Tax Loans, Bexar County Property Tax Loans, Central Texas Property Tax Loans, El Paso Property Tax Loans, Metroplex Property Tax Loans, RETax Funding, Rio Grande Valley Property Tax Loans, and Rio Tax.
Every other lender in this comparison was founded in 2005 or later. AFIC was founded in 1946. That is 80 years of lending through every Texas cycle, downturn, and rule change the state has seen, and no other lender in this comparison can match it.
The longest track record in Texas: 80 years and four generations of Eisenberg family involvement. AFIC has served more than 25,000 Texas families and businesses, so your loan is handled by people who have seen your situation before and know how to resolve it.
The strongest rate guarantee: AFIC will take any qualifying written rate from a licensed competitor and beat it by one percent. Not match it. Beat it. No other lender in this comparison offers that.
BBB A+ rated, accredited since 1954: AFIC’s BBB accreditation predates every other lender in this comparison by at least half a century. A record that long is evidence of consistent, ethical practice, not a recent credential.
One company, one name: AFIC lends under a single brand. Several lenders in this comparison operate two or more consumer brands, so the company whose advertisement you answer is not always the company that ends up holding your lien.
**Independent and family-owned: **AFIC is owned by the family that runs it, not by an investment firm, and the decisions about your loan are made in Texas by people you can reach.
No money down, no credit check, no surprises: no upfront payment is required, no credit check is conducted, and rates, terms, and fees are explained in writing before you sign anything.
Local offices in Austin and El Paso: AFIC serves property owners across Texas in real offices, not coworking or Regus satellites, and you can speak directly with a decision maker, not a call center.
If you are behind on property taxes in Texas, AFIC can help. We offer 24-hour approvals, no money down, no credit check, and a rate that beats a qualifying written competitor offer by one percent.* Call us or get a quote online in under a minute.

Where the information comes from: Competitor information was compiled in good faith from each company’s public website and Better Business Bureau profile as of July 2026. Details may have changed since publication. Confirm current rates, terms, and features directly with each lender before making any decision.
Ownership and brand information: Ownership and brand entries reflect the related companies and alternate names listed on each lender’s Better Business Bureau profile, each brand’s own website, and public company announcements as of August 2026. These are reported as published. Their listing does not imply anything about how any lender operates or about the quality of its service.
Rate guarantee terms (*): AFIC will beat a qualifying written rate offer from a licensed Texas property tax lender by one percent. To qualify, the offer must be a current written quote from a lender licensed by the OCCC, for a loan on the same property, on comparable terms, and presented to AFIC before closing. All loans are subject to approval and underwriting, and certain conditions apply. Ask us for the full terms before you apply.
Not financial or legal advice: The content on this page is general information only and is not financial, legal, or tax advice. Speak with a qualified advisor about your own situation before borrowing.
Know Your Options: Depending on your situation, your county tax office may offer a delinquent tax installment plan as an alternative way to resolve delinquent property taxes. Comparing all available options can help you make an informed decision. Property owners who are 65 or older or who qualify for a disability tax deferral may also have additional options available. If you qualify for a property tax deferral, you likely will not qualify for a property tax loan. Contact your county tax office to determine which options are available and best fit your situation.
Loan terms: All loans are subject to approval. APR between 8.0% and 25.0% for loan terms between 12 and 120 months. OCCC License #159698. NMLS #1778315, 2421751, 2241203.

It depends on your priorities. If longevity matters, AFIC has 80 years of Texas lending experience and has been BBB accredited since 1954. If you are comparing rates, AFIC will beat any qualifying written competitor rate by one percent. For most property owners, AFIC offers the strongest combination of track record, rate guarantee, and local presence.
AFIC is independent and family-owned. The third and fourth generations of the Eisenberg family run the business, with Cliff Eisenberg as Chief Executive Officer and Ernest Eisenberg as President. AFIC is not owned by an investment firm or by a national lending group, and decisions about your loan are made in Texas.
No. AFIC lends under one name. Several lenders in this market operate more than one consumer brand, which means the company you first contact may not be the company that funds or services your loan. With AFIC, the company you speak to is the company that does both.
Start with four questions. How long has the lender been in business? Is it OCCC-licensed and BBB-accredited? Does it back its rates with a written guarantee? And does it lend under one name, or several? A lender with a long record, an A+ BBB rating, and a written rate guarantee is a safer choice than a newer company with no published rate policy. Always ask for the full cost of the loan in writing before you sign.
No. Your county tax office may offer a delinquent tax installment plan that could cost less than a loan, and homeowners who are 65 or over or disabled may qualify for a tax deferral instead. Ask your tax office about those options first. If they are not available or do not fit your situation, a property tax loan allows a licensed lender to pay your taxes now while you repay them over time.
AFIC guarantees to beat any qualifying written rate offer from a licensed Texas property tax lender by one percent. If you have a quote from Property Tax Funding, Home Tax Solutions, Johnson & Starr, Hunter-Kelsey, or any other licensed lender, bring it to AFIC. Conditions apply and may be adjusted from time to time.
Yes. AFIC holds OCCC License #159698, is a member of the Texas Property Tax Lienholders Association, and has been BBB accredited since 1954.
Yes. Texas law allows tax liens to move between licensed lenders. AFIC handles the process and coordinates directly with your current lender. See our guide on changing property tax lenders for a full walkthrough.
Both are OCCC-licensed and BBB A+ rated. Both also lend under a single consumer brand. The main differences: AFIC was founded in 1946 (80 years) vs Property Tax Funding’s 2008 (18 years); AFIC has served 25,000+ customers vs 12,000+; and AFIC guarantees to beat any qualifying written competitor rate by one percent, which Property Tax Funding does not.
Home Tax Solutions offers payment deferrals of up to twelve months to qualified borrowers, but AFIC can go up to twenty-four or even thirty-six months. AFIC has been operating for 65 more years, has served 10,000 more customers, and offers a stronger rate guarantee: it beats a competitor’s written rate by 1 percent, while Home Tax Solutions pays $100 if a competitor beats its rate. AFIC has also been BBB accredited since 1954; Home Tax Solutions has been accredited since 2013. AFIC also lends under one brand, while Home Tax Solutions is listed alongside TaxCORE Lending.
